Exactly. If you look at it as $1,800/yr, that puts you squarely in solid budget for owning
a well-executed web site, done by a pro, that does not turn off the minute you stop paying the no-contract, monthly fee. They're offering a timeshare.

Since you don't own the site, the risk of a Google black hat is minimized a bit. That said, from the few sites I checked out, their keyword stuffing is pretty egregious, especially in their footers. I didn't bother looking at the backlinks they build or check for duplicate content, but if you don't mind a cookie cutter, Yellow Pages'esque site, and you want hands off, I'm sure it's fine.
Personally, I wouldn't recommend anyone invest in a "no-contract" deal like that where, clearly, there is the subtext of a contract, especially given that you're marketing a domain name that could vanish at any time, leaving you with useless marketing collateral. There's no sense in leasing what you can easily own, and see a potentially much higher ROI with.
