Fuel carbon canister

Question regarding a fuel line coming out of the top of the gas tank. It goes into the carbon canister under the handlebar "dashboard" on my Wright w/b.

First off, what is it for? Venting gas vapors??? When the tank is full, gas will splash against it. If it's just for vapors, is that bad?

You should only be filling the tank to the bottom of the neck so it should be very hard for gas to splash or get anywhere near it.

I was filling it a little higher. Now I know better. BUT, even with 3/4 of a tank of gas, it will splash up to it. Is that bad??? Does that mess up the canister??

I can tell, because that rubber seal isn't that tight.
