What do you mean by cleaned the air filter, are you using a K&N or alike?
Because if you're not, cleaning isn't going to help you much so unless it's a K&N I would replace it already.

It takes a long time to start. When I have the air cleaner off air does sound like it is coming out. I also saw fuel come out too.

It would help if you understood engine operation...
The intake valve opens..piston goes down..sucks fuel into cylinder..
Intake valve closes...piston goes up..compresses fuel...sparkplug ignites fuel..piston goes down
Exhaust valve opens..piston goes up..burnt fuel forced out ...

Pull the valve covers...roll the engine over and make sure the valves are opening and closing..
