Spray Truck set-up help

Just got our first dedicated spray truck. Found it somewhat locally on craigslist and bought it because it was a fantastic deal. The truck alone was worth more than paid. It has two Oldham 200 gallon tanks, Honda motor, pump, and two reels. One is a manual reel with a smaller hose for trees and ornamentals while the other is powered with the turf hose.

Here are my questions:
The pickup on the tanks is on the side with a PVC pipe straight down about 1/2" from the bottom of the tanks. The problem is, I can't get the tanks completely empty. They are also pretty dirty inside although the guy I bought it from said he put tank cleaner in it. Do you guys have a drain on yours? If so, what should I get?

There are no agitators. Again, what do I need to buy to add these?

Is there anything else I need to get? I'd like to get this thing ready to go for the first round of pre.
