Bank Erosion @ Commercial Lot

I have a commercial shopping mall that I take care of that the bank has never grown grass due to poor soil when they built they stripped a lot of topsoil. Two years ago I got a price from a company in the area to do the job for $3,900 but the property manager said no thanks. He called this week asking for me to get a price together to do it myself. What would you guys do with this embankment? I have a mid size tractor and a mini skid steer. was wondering if I should go through with a tiller and rip out all the trenches that have been created.

Let me know your thoughts.

I'd re grade, add top soil, hydro seed and place temp straw bales along the top ridge to prevent further wash out.
