Paver installation

I recently moved to Florida and used to own a landscaping company in New Hampshire. Why am I seeing all sorts of landscaping companies installing patio/driveway pavers on gravel base without bedding sand? I never saw this in New Hampshire or California and it's ICPI specs to use bedding sand as well as pretty much every paver manufacturer.
