You're absolutely correct on that, as I have noticed the same thing... In my experience,,, when the white fungi strands appear in the wood chip mulch, that is about the time the wood chips repel the water...

When that happens,,, I usually work it into the soil a bit, soak it down and add new chips...
Now that I know that clay's texture(platelets) has nothing to do with water infiltration, percolation, or drainage
,,, I wonder what does...
