Thats a lot over weight, were talking almost 7k. in maryland that is a 450 dollars ticket. a 7x14 with 4 foot sides holds 14. And that is board line on the edge of the weight limits.

That not a factory options on brimar trailers. yes you can have them but most bumper pull have 7k axles.

Its probably cheaper for him to pay an over weight ticket than worry about the stupid Cdl crap

Figure mulch at 900pounds per yard if its a really dry spell you could figure 750
Also remember to figure trailer load capacity minus weight of trailer itself from total carry capacity

We're doing mulch deliveries this year
i have only put about 12 yards in it, no way is 22 gonna fit. I don't do a lot of mulch jobs, mainly I bought it for hauling wood, brush, and dirt and leaves and it does that well.
