OR... With a combination of common sense and experience you can find them. i.e. Look for the cracks in new concrete, if it makes sense that a sleeve would be thee it probably is under the crack.

I don't know much about concrete or why it does it, but a crack in new concrete is a huge indicator that there is a sleeve.
