Best flowering shrub for a partial sun front bed?

Just like the title says. Client wants something to cover the foundation, and I will need four of them. Requirements are that it flowers, it's a shrub and perennial, and it likes partial sun. My first thought was rhododendron, but I don't know how they would do in partial sun. If it helps, I am located in Northern Virginia. Thanks in advance!

shrubs and perrenials are different. Do you want something evergreen since its a foundation planting by the house? what are the size requirements?

Evergreen w/ flowers
azalea (find the evergreen variety)
rhododendron
laurel
camellia
pieris japonica

Evergreen without showy flowers
boxwood
Japanese holly
euonymus
hollies
mugo pine
cryptomeria globosa
dwarf hinoki cypress
ilex galebra (inkberry)
nandina firepower (nice red foliage all year)

Non-evergreen
some azaleas
clethora arnifolia
fathergilla
glossy abelia
spirea
hydrangea
red twig dogwood (keep it pruned 3-5' high) has nice red bark in winter

That should give you some options

Try Wine & Rose Weigela, Miss Ruby Butterfly Bush, Spirea...just make sure they fit in your Zone. These shrubs will.

I will. I am putting them in tomorrow along with mulch. I sent the client a list of the top 5 I thought would work for the space, and she approved rhododendron or the butterfly bush. I am going to my nursery I shop at after school to check out the selection.
