i usually keep it filled quarter to half to much and it has to work to hard and when you change it if more then half you will spill when its open ill go to my storage to look at my mower to let you now what the deal is with the switch

is it rubbing your parking brake.Thats why my wouldnt cut off so i moved the safty arm out and i was set.

Dude, there is a ball bearing looking swith under the handle bars that is activated by the safety levers you hold with the hand grips, make sure the lever is engaging it all the way, they do losen up from time to time, also make sure the ball is not stuck could be rusted............ That should be your problem....
