pond regulations?

are there regulations for ponds, like there are for swimming pools? like there must be a gate keeping public from them, etc.

here, they are really strict with pool regulations. i saw this pond today. it was in a small front yard of a condo. this guy had a nice small pond, inches from the sidewalk, with nothing preventing alittle kid from coming by and falling in and drowning... litterally 6" inches from the sidewalk.

I think this was over in the Portland area, but just a week ago a small toddler drowned in an ornamental water feature out in front of a home. Ten minutes out of site from the mother is all that it took.

It seems as if most small kids are attracted to "pretty streams, ponds, and waterfalls", and the effect is like magnets being drawn to iron. Apparently some people have put down clear Acrylic just beneath the water surface as a safeguard.
