Trimming FRUITLESS WEEPING MULBERRY

I have a client that wants to trim her weeping mulberry. I've never trimmed one of these before. The branches are hanging about 1/2 way to the ground and she would like them a little shorter.

When is the best time to trim these?
Where do I make the cuts exactly? (please be detailed because she tried it herself and the branches she cut never recovered and left branch stumps.
