Building supply bins?

I am looking to build some supply bins for mulch stone salt etc. at my shop. I am going to use 2x2x4 concrete block. But my question is what is the easiest cost efficient thing to do for the base. I was going to concrete but thats pricey. I think I am going to see what asphalt costs otherwise I might just leave it dirt for the mulch bins and gravel for the gravel bins. I will however have some asphalt for the salt bin.

Is there any other options out there That would be cheaper
