I've seen many sweat joints below ground for both irrigation, and service lines to the home. I've also seen failed sweat joints below ground. Not sure of our regs here for that. I don't like seeing it, but it's there. We have older all copper systems in the ground here as well. Everything was soldered.

Meters are in basements, so all the outdoor supply plumbing has to please the purveyors, or the meter is never installed.
