I'm not saying to start throwing parts at it.... we've never had the problem with the carbs, like I said we put seafoam in EVERYTHING. But it does seem like a lot of people over time who run straight gas have issues, especially in push mowers.

Have you tried changing out plugs/plug wire, the easy stuff first?

My unit was running a little off when not under a load. Misfiring and hard to start!!! Backfiring and other power issues were a big problem. Under a load, it would run like a top, so since you are in the mode of checking before replacing, I would have your tech check the welsh plugs. One is for the high and one for the low. I bet you have collected dirt in there and it is causing some power issues. With all the springs, linkage issues you had, you may want to check the gasket on the carb also for air leakage. The gasket will tell you also!!!
Other than that..........a new carb will cost you less in the long run. Go ahead and replace the inline fuel filter if you haven't done this. If you are having inconsistent pressure readings, then chances are you have some bad rings.
Either way, if those welsh plugs have any sort of dirt under them, the unit will run like crap and cause other carb issues to develop. Do not try and take them out unless you have the tool to replace them correctly.

I want to know more about the spring your talking about. If you can take a photo, that would be great.

I have a feeling that spring you are referring to is the governor spring. If it's broken or removed, then it will run like crap.

Someone correct me if I'm wrong.

It was the flywheel key!!! Took the flywheel off and it was sheared. Put a new one in, reset the magnets at the appropriate gap, and it runs better than it has in awhile! Thanks so much guys!

Don't think its a fuel issue...and the 23 has a standard ignition system...
