Kawi 25 hp, new inner air filter breaking down

The inner air filter on my 25 hp fx801 was replaced about 100 hrs ago recommends replace at 500 I was at about 450. Got the part from a vendor that advertises here. It seems to be "breaking down " . I will post pics , near the outer end there are tiny 16" holes appearing. Outer air filter was replaced to and seems fine. I have to mow today but am I risking damage to the motor?
