Try just cleaning the screen first. It is in the muffler, usually under a little metal plate held on by a couple of screws. Just remove it - if it has carbon on it, burn it with a torch until it glows cherry red and brush off the residue with a wire brush and re-install it.

If you want to do the exhaust at the same time that will be under the muffler. Be careful not to scrape the cylinder wall when you do the exhaust port. Blowing air thru the spark plug hole is a good idea, too (Thanks Fish).

The good thing about trying the screen first is you can't really mess it up and you will see right away if that is part of the problem (lots of carbon - it is getting choked, no carbon - look elsewhere).

The carb rebuild shouldn't be hard, but you have to put things on in the right order and be more careful with cleaning.
