What Defines "Weed Barrier"
So have a new client who I am doing weekly maintenance for and he said he would take care of re-mulching all the beds.
Well this is what it looks like and this "Weed Block" which I have no idea how its suppose to work. I pulled a few weeds and they are grown through the "barrier"

We have never used "weed block." We use the commercial grade landscape fabric and it works very well.

In my experiences, any kind of fabric or "weed block" is useless under mulch. The weeds simply grow in the mulch on top of the fabric.

A good maintained bed will remain weed free with mulch. If you maintain it there is no need to lay fabric OR weedblock (AKA GARBAGE).
Spray the weeds with weed-b-gone or my favorite-QUICK SHOT when you see them. And lay mulch thick! Weed seeds will grow in mulch so essentially weed block or fabric is useless.....Unless you are laying pavers. BUT some customers still request it so i do as im told! (Just to get paid.) I think people try to get away with less mulch if they put the fabric down, at least thats the way it seems since the fabric is always showing through.
Personally I prefer just thick mulch. And when I do use fabric I use the thick cloth material stuff.

There is no such thing as "Weed Block" as far as I'm concerned.
Pre-emergent (snapshot) and no fabric under hardwood mulch. Landscape fabric (spun bound) used as a barrier to keep rock mulch from migrating into the soil below it. Never will I tell my customers that it will stop weeds. In rock beds, it just aids in weed control. ....
