I built some over the winter with mafia block and they are amazing to have at the shop!

I don't have any (wish I did) most I've seen are concrete floor with mafia block walls. I did see one a guy built with mafia block walls and for the floor he buried rail road rails narrower than the bucket sticking up just a bit. The material filled in around the rails so the surface was flat and wouldn't damage tires and the bucket would ride along the rails and never dig into the dirt

I would do mafia block with poured concrete floor. Pitch it to drain out like rj said. Id imagine you could pour it yourself. It doesnt have to look pretty

Here are a few of ours from last fall when we put the bin covers on. There are 9 bins total and all concrete block with asphalt under them. We have added a few more bins now but you get the idea. I would recommend you only use concrete block. The ties may work for a time but will eventually rot out or the guys will push through them. I would definitely do asphalt or concrete under them, otherwise you are throwing away material or run the risk of scooping up rock and gravel in your piles.
