With emerald, you really have to top dress it. I installed probably 300 pallets of emerald last year, so I know what you are talking about. I also think emerald will "shrink" after laying it. We just got done doing one application of topdressing to an emerald yard.

Another way to help with the unlevelness is to roll it with an asphalt roller. I have a 2000lb roller that we use on all our big jobs. Makes a difference.
