Blow the leaves into a pile and then move the tarp next to the pile and lay it flat.

Once most of the leaves have been raked onto the tarp, we stand on the tarp and spread our legs..... By standing on the edge of the tarp this way, it won't move. We rake the leaves between our legs onto the tarp and tie it up.

Don't load more weight than you can handle.
