Something with enough deck past the wheels so it can make a normal stripe.

start it from the toro heady duty mower. have the mulch plug, front part of the bag that opens and closes to empty the grass clippings and cute be all metal not plastic. have the opening for the rear bagging be the width of the mower so it dosent clog in any condition, kinda like how the new exmark is. and then in some way incorporate a side discharge like snapper hi vac has. i would say bbc, but im so use to using the single bar setup on the toro, i dont need bbc. it would be nice to be able to leave the mower running while i move a stick or something. but im 50/50 on it. ive never used it so i dont know how nice it is to have it. im sure the mower would be 2000 if they made these changes lol. o and toro needs to adapt the bag from snapper. my dad had his bag for his snapper for 20+ years and it never ripped. ive had mine for 6 years and it's tearing on the coroners after a year or so of use being the primary mower at the time.

and i think a steel frame is too much for a 21, it just makes the mower too heavy...aluminum is fine

i think the exmark 21 is the best on the market at this point...i really like the drive system, the farther back you pull the faster you go, it's not individual gears...i like that it is one of the lighter mowers...i like the kawasaki engine...i think if they put all of the cables inside of the handle bars to avoid catching them on stuff like Y'Bravo does that would make it even better...i DON'T like the kill switch tho, u have to stand there and wait for it to shut down, it should also be on the handle bars like most other brands and a simple "off" and walk away...i still like the JD JX85 the best tho...

I think a cross with a honda and exmark would be awesome. My honda mulches a lot better than my exmark, but I like the exmark better overall. I also like the idea of the wires being inside the handles. I would of never thought of that.

One thing I do not understand why no one has put on is better tires. Those dam 2" wide tires frustrate me. When we have wet springs they tend to leave ruts, and our weekly accounts show it as well. Why not put those small air filled tires that most small things have. Hell even wheel barrel tries would be better, but wider is better there as well.

Big things for me are
Great mulching capabilities, while still being able to back good.
limited slip differential, we mow a lot of hills and uneven ground
Wider air filled tires

Really a Honda with air filled tires and cables in the handle bars would be perfect for me.

exmarks tires are very similar to what you are talking about...i know what you are saying tho, the JX85 tires were just like that and would leave "ruts" because the mower was so heavy and the tires were so narrow...BUT i will say this, i have had the commercial john deere, honda, and exmark and i believe the JD had the best after cut, the appearance of the lawn just looked better...i think it has something to do with how "crisp" the wheel marks made it look...

and yes, having the cables on the inside of the handle bars is just common sense to me, i swear i could design the best mower on the market, i don't know why other companies struggle so much...and it's not patents they are trying to get around

my toro commercial is running strong on its 3rd year.

personally I'd remove 21 inchers from the equation so the perfect one would be no 21 incher.
