Tire on with lawn Cart

I have a Agri-Fab lawn cart, the little red ones I pull with my lawn tractor.

I had it loaded with fence posts and drove on it with a flat tire. The bead came off, etc. The tire was getting smashed repeatedly.. I can get it back together but now the tire just pops off the wheel at the bead. I tried an inner tube and the tire just keeps coming off the wheel.

The wheel looks the same as the other wheel, I thought maybe it was bent some. Do you suspect I damaged the tire bead area (stretched it) or is the wheel bent and not holding.

The tire is common size but didn't want to waste $20 if it is the wheel bent.
