it is a restriction. yet you must take the test in order to pull air brake equipped trailers, if you fail take and pass the test you get the restriction put on your license. and damn this topic got out of hand quick. if its that big of a concern to know if your right then go to your local scale house or state police head quarters and bring them the gvwr numbers from the truck and trailer and they will tell you on the spot. but i know for a fact that any combination vehicle weighing less than 26,001 does not require a CDL.
