Look up inside the carb with a flashlight while pushing the primer bulb, Do you SEE fuel flowing up out of the red emulsion tube in the center ?

I've had to stack as many as 3 gaskets on the warped plastic filter base to get a good seal......

When starting, is the throttle shaft butterfly in a wide open position--parallel with the venturi? If the butterfly is closed, it's acting as a choke and it may be overfueling.
