Pressure Washing

I want to get into the pressure washing side of the business but need some help from the experienced. I have been reading alot about the laws regarding where the water goes and what solvents you can use. ie. storm drain, sewer drain, or remove it yourself / degreaser, surface cleaner. I was going to try and get some work at the local gas stations cleaning there cement because it's so dirty. Now I think I know why, so much legal crap to go thru no bodys doing it. I guess you can get up to a $25,000 fine for letting the wrong water go down the wrong drains! I've called the city and am waiting to hear back from them on what I've got to do. Just wanted to see if any body else does this type of work and what they do about it.
