honda start-up help

I have a honda HRC215 mower that wont start. It started at the begining of April but wont now. Is it time for a tune-up? The mower is only 1 year old with a total of about 30 hours on it.

Here is what i tried already. New spark plug, new gas,and a over all look at.

Here is what i think is the problem, no spark and or a weak ing coil. The reason i'm thinking this is due to the spark plug and plug cap. I removed the plug cap and held a screw driver to it and had the wife pull the cord (slowly..LOL ) i got juiced. Then i placed the plug into the cap and held it against a few metal items , NO spark off the end of the plug. Could it be a weak ing. coil?

Any other ideas?

If there was gas in tank all winter you need to drain the fuel bowl under the carb. Why isn't this warranty? And when you try to start unit be sure the choke in carb is closed! Take the filter off so you can confirm. Then also try quick start.
