The only Choppers with a blade type brake is the New Silver Eagle Series with the electric PTO clutch and the brake is incorporated in the clutch,Oh there was one of the very first units out years and years ago that also had a electric PTO clutch but these units are since dead by now.
They Don't use a electric PTO clutch on their full blown commerical units because its just one more thing to give a problem or wear out !!!!

AS I said adjust belt tension and the rear belt guides to take care of this problem
