Easy as pie. especially if its on the base floor with a slab of concrete.
Build retaining walls, line with rubber roof material. Insert skimmer, pump and water fall outlet with pipe between each. Add fill material so its not just a flat bottomed bathtub, put in second piece of liner (a liner sandwich? In case of leaks!) Then line that with stone/ gravel to your liking. fill with water, turn on the pump collect the $$$
Check out www.aquascapedesigns.com for ideas and or materials.

Have fun
