Banner Generating Program

Can anyone tell me where to download a simple banner generating program? I have done a search here but nothing came up. I have looked on line, found a couple but I just want a very simple one.

The Create-A-Banner site won't display. I get the main site, but the page for tools won't load, say's cant display page, tried for a couple days, Sooooo, still need a program if anyone knows of one.
