The other guy is right, those kind of employees are beggars, or at least they resemble it. Just keep right on walking or doing whatever you're doing. Oh, and throw the chain and padlock around any piece of equipment that isn't locked up. Move along.

And like another guy said, you will likely meet / interview at least 10 people for every one you end up with for the long term.

Maybe its because your unemployment rate is so low or maybe it is the wage. What do you offer for starting with little or no experience? (Just being nosey, don't answer if I crossed a line)
