I don't see flowers with that. Probably pine bark nuggets for mulch. Maybe a small pond in front of the staue with natural stone- that bear is going to want some fish. Juniper, small holly (if there is such a thing there) maybe? That is a fun one.

about 6' tall Kate.They want me to put it on a base to make it even taller too.It will be in a very small area about 15'widex25'long.She wants a "mountain look".I will be bringing in about 4 ton of moss boulders I do know that.

Model your mountain like the one of the statue itself. Have a pond at the top surrounded with some pine, pond emptying into a nice rock stream with the statue in the middle of the stream like an old tree. Lots of greenry around it, rock and some pine bark. The stream coming down through the rocks would be like where the bear in the statue is. The statue could be like where the boulder above the bear's head is.

landscaping with art
Since it's such a small area, I'd use some (genetic) dwarf conifers that echo the shapes of the carving. They will not be cheap, but they will never outgrow their positions.
