Problem with tine rake clean-ups

I have been using my JRCO tine dethatcher for spring clean-ups. Its doing a great job picking up stuff but my mower is having trouble bagging it- instead it blows it all over the place, especially to the bagger side, leaving a trail of thatch. Any veteran advice? Thanks.

I have a Walker and I screw nail a 6" strip of carpet around the side of the mower deck so that I can leave it on the highest setting and still vacuum good. It works good and is easy to replace when it wears out.
