bad summer yard

i was called to look at a lawn today that was planted in the summer and burned and weeded over.now the weeds and dieing grass is fairly thick. i do alot of new installs but i do not renovate much how do you guys deal with a lawn like this. i didn't sew it the first time. but she does want all redone. kill it? till it all under? scrape all the vegatation off ? it is a hard site to access and big trucks are out for hauling in or out. the area is 28k
