my front tires are not wanting to turn. I think the plastic washers might be worn out. Is there a replacement kit for this? thanks

You can certainly replace them, there is not a "kit".
I would look into the bearings more than the washers, those bearings carry a 3 year parts and labor warranty.

I had the same problem. The bearings all rusted up. I drilled and tapped for a grease fitting and pumped it full. Works fine now, grease it 2-3 times a year to keep the water out.

This is what I am talking about.
The bearings need to be looked at.
