Exmark striping kit 60"

I just bought a striping kit for my 60" Exmark. The directions stated to set it a 1/2 inch off the ground from my normal mowing height. I usually mow at about 3.5". I tried it out tonight and didn't have the best results. It did a good job, but not much better then it did without the kit on it. Any help? Maybe better if I cut the grass higher?

Are you able to spin the roller bye hand at 3.5 inches?

Spin it while the deck is on the ground? No. Does that make a difference? It does roll as it goes across the ground.
