parking lot island planting
What is a good item to plant, in parking lot islands, where it is very hot in the summer? Would a shrubery be good with mulch or pine needles?

I usually think about regulatory requirements (because I am usually doing the permit plan when I'm doing parking), visibility for safety reasons, potential for snow damage, litter clean up, flamability (careless disposal of smoking material), drought conditions, potential conflicts between plants and cars or people, maintenance, and then look for the best aesthetic that matches the criteria.
