Granular vs spray on PGR

I've read the posts on PGRs for shrubs. The Lesco near me only sells granular Cutless in 21lb containers. It seems to me the granular would be much easier to apply. Is there a downside to using granular over spray-on? Also, I have a number of properties with 15' tall photinias or yaupons. Will Cutless have any effect on them? Can I apply it to indian hawthornes right after they bloom without affecting the blooming for next year?

The liquid has 60 times the active ingredient & only cost a little more, but while the liquid has the identical labeled active, it is not labeled for use on shrubs. Don't get it.
