Brush hog or bobcat?

I am looking to clear a hill fileld with thistle, weeds, small branches, etc. that is about 30' x 100' - weeds, etc. are about 4 feet tall.

The hill has a 35 to 40 degree angle, so its kinda steep, and I need to clear it and lay fabric + chicken wire + HW mulch the same day.

So the question is, would a brush hog get low enough so that there aren't stems fromthe weeds still remaining? The reason I ask is because I do not want those stems poking through the fabric when I put the mulch on top. I was thinking of using a bobcat on tracks and skimming the surface about 2 inches deep, but the hill is pretty steep.

Suggestions?????
