What do you use?

After ripping ivy vines off of the vinyl siding I have these black attachment points where the vines attached them selfs.
I have tried all kinds of cleaners and power washed to no avail.
Has anyone encontered this problem and what can I use to remove these?

You may be looking at hand sanding with steel wool (OOOO) and or repainting the wood and painting the vinyl siding.
