Toro Timecutter Won't Crank

My brother has a four year old Timecutter that will not crank anymore. He said for the last few weeks it hasn't wanted to crank (turn over) when he tries to start it and he's been having to jump start it using his truck and then it runs fine. He replaced the battery and still has the problem only now it's gotten to the point that it won't even turn over when trying to jump start it. Sounds to me like this engine is trying to seize up but he says it runs fine once it starts. Anyone have any ideas of what could be causing this? Thanks for any help you can give. Not sure which engine it has on it.

Sounds like the starter would be a good place to examine closer. It is also possible that there is a blown fuse somewhere in the system. If you attempt to jump start the mower you can easily blow a fuse. A Toro dealer would be able to help troubleshoot the problem and supply the parts needed to get your TimeCutter back up and mowing.
