22 liquid cooled Kawi running hot

I have a Scag TT with a 22 Liquid cooled with 2000 hours that is running hot. I most likely caused the problem by putting some bars leak in the radiator to stop a leak. I have removed the radiator, flushed it (coolant seemed to flow unobstructed), flushed all hoses, removed the water pump and flushed it, and found no visible problems. water flow is weak from the head back to the top of the radiator. My question is...Is it possible that I may have a clog somewhere in the head itself, and if so how to fix it? Any help would be appreciated.

chk your thermostat, if not there use compressed air to blow out water jacket on head. Hope this helps.
