Bidding winterization of irrigation and Seasonal Color??

I am looking for insight into how to effectively Bid:

A) Season color rotation - how do I come with a square foot price, doesn't it depend largely on the flowers to be installed? Canna lillies are a different in price and presentation than begonias?

B) what is involved in winterizing irrigation? Is this a fancy way to say shut off the water valve going into the system?
