Why do diesel tanks discolor?

Maybe a dumb question, but why do the diesel tanks on mowers like exmark discolor and turn brownish? I owned a diesel Kubota and nothing ever discolored or anything. Here is an example of what I am talking about...

It's because the diesel fuel fumes actually move right through the plastic. The new EPA rules regarding fumes should force Exmark to prevent that from happening.

Could the dye in offroad maybe cause this as well?
