Liner question

I am building a new pond for a customer that will be installed in an existing concrete pond. We are going to demo the old concrete pond and build a 10'w X 15'L pond and the customer wants a liner. The question is can I overlap the liner over an eight inch block wall and still mortar a cap of some sort on top of the liner? The pond wall is going to extend about eight to twelve inches above ground. The look she is going for is more formal kinda like a relecting pond.

I personally have not done that with mortar but have seen it a number of times and it seems to work well.
