kubota zd18 power issues....help plz

i started mowing today and one of my zd18's started acting real sluggish. when i engaged the blades it took a while to get up to running speed. it would be fine for a while then it was like someone powered down the throttle. it did this for a while then it was fine. then did it again. the deck was set on 3 and the grass wasn't that high to bog down the machine. anyone have any ideas? thanks

Guarantee it's a plugged fuel filter.

Either that or something in the fuel tank, sloshes around and everything works, but then it settles to the opening for the fuel line and blocks it off.
