Filling holes and pre-emergent

We took over a commercial property this year, and there are several holes in the lawn that need to be filled & seeded. My guess is that they may be old tree stumps that rotted away. Do I put on my pre- then fill & seed like usual, or use no pre-emergent at all? Will the pre- affect my seeding if there's 2-5" of topsoil over the top of it? I'm thinking the seed won't be affected, what about you guys?

Well it might not affect the seeds since you putting top soil over the bare spots. Why don't you just skip the spots if they not too big to be on the safe side.

If your pre is 5" below the soil....it won't effect anything, not even the weeds. There is a pre that is safer on seeding, the name escapes me now, but why not just forgo the Pre-em, put up with a little weed and fix the weeds next season, or spray Post emergent when the new grass matures some.
