What is the ideal ratio for HP and Deck size?

I am looking at a Toro 44 inch walk behind and the motor is a 16 hp briggs and straton, and I am concerned that the 16 hp wouldnt be enough for the blade size. Can people tell me what they think the right HP would be for this size of a deck? I have heard that if you have a 40 inch deck it should be about 18-22 hp, but I could be wrong. Thanks!

If you're just cutting grass and not bush hogging then 16 is plenty. Back in the day that mower would have come with a 12.5 or a 14.
