To be fair the practice was have lots open for one to two years max and expect a sale on them. There of course going alot longer now then they should and if the topsoil was stripped you just wont get decent grasses for temp cover. Temporary seeding shouldnt because of cost factors be as well as a yard when you figure in during construction it will all be ruined.
